Planning, Economic Development, and International Cooperation Minister Dr. Rania Al-Mashat, Minister of Local Development Dr. Manal Awad, Minister of Justice Adnan Fangary, Cairo Governor Dr. Ibrahim Saber inaugurated the Ain Shams Real Estate Registration and Notarization Office.
The inauguration ceremony was attended by Deputy Cairo Governor Mona Batrawy, several officials on the Ministry of Justice, and members of the House of Representatives and Senate.
The building of the Ain Shams Real Estate Registration and Notarization Office is on an area of 200 m2. It consists of three floors. The first floor houses the Notary Public office, the second floor is for documentation, and the third is for storage.
The project cost LE 12 million, with the Cairo Governorate providing the land on which the Notary Public building is constructed. The governorate also facilitated all necessary procedures and permits to expedite the completion of the building, which serves the residents of the Ain Shams area.
The project comes in line with the directives of President Abdel Fattah El-Sisi and the state's efforts to develop the real estate registration system across Egypt, aiming to facilitate the process for citizens in registering and notarizing their official documents and safeguarding their rights.
Additionally, it includes digitizing all notary offices and their issued documents as part of the state's comprehensive plan for digital transformation and the automation of services.
The Minister of Planning, Economic Development, and International Cooperation, Dr. Rania Al-Mashat, said the opening of the new office is part of the government's efforts to integrate all relevant ministries to develop the services provided to citizens by implementing digital transformation in the real estate registration system. It will save time and effort, reduce costs, facilitate services for citizens of various categories, and provide easy access to government services.
Al-Mashat also asserted the ministry's commitment to integrating with the Ministries of Justice and Local Development and various governorates to meet different needs within the framework of the investment plan priorities.
She also highlighted the efforts to improve governance and increase the effectiveness of investment spending. In this context, she pointed out measures taken by the ministry to develop government services via the Information Infrastructure Center for the Egyptian Planning System and to improve government services to support decision-makers by providing comprehensive information infrastructure.
The Information Infrastructure Center for the Egyptian Planning System is implementing numerous projects, such as the Spatial Information Infrastructure Integration Development Project for the Egyptian planning system and projects to improve health services and initiatives (sustainability of births, deaths, and vaccinations). Moreover, it is implementing a financial and banking information system development Project at the National Investment Bank. It is also working on enhancing government performance in collaboration with the Administrative Prosecution Authority and projects to develop citizen service technological centers in districts, cities, and new urban communities. In addition, there is a project to improve the operational capacity of real estate registration offices and departments, as well as mobile citizen service technological centers and fixed services in Egypt.
For her part, Minister of Local Development Dr. Manal Awad stated that the ministry provides all necessary support to the partner ministries and government entities to develop and improve services for all citizens across Egypt.
Awad added that the ministry is coordinating with the Ministries of Planning and Economic Development and Communications and Information Technology to enhance all citizen service technological centers in the governorates, aiming to provide accessible government services and continuously govern and simplify these processes. She also highlighted that 312 out of 316 technological centers have been developed across governorates, and 24 technological centers out of 27 have been improved in the governorates’ headquarters. Additionally, 43 mobile citizen service centers are serving citizens in remote areas.
Meanwhile, Cairo Governor Dr. Ibrahim Saber emphasized the ongoing collaboration with the Ministry of Justice to expand the development and establishment of new offices for the real estate registration branches. It aims to alleviate the burdens on citizens in registering and notarizing their official documents, especially in light of the state's comprehensive plan for digital transformation and the automation of services provided to citizens to achieve transparency, integrity, and the swift completion of their daily transactions.
Saber also said that cooperating with the Ministry of Planning to develop technological centers in Cairo's districts has contributed to alleviating the burden on citizens and providing easy access to services. That will also lead to the swift completion of government transactions, aligning with the state's direction towards digital transformation.
Following the inauguration of the notary public office, the ministers inspected the building to check on all the services provided to citizens. The office operates under a one-stop-shop system to save citizens' time and effort by allowing them to interact with a single employee who delivers the service. The office features several window counters to serve citizens.
Members of the House of Representatives and the Senate in Ain Shams extend their sincere gratitude to the political leadership, the Egyptian government, the minister of planning, economic development, and International Cooperation, the minister of local development, the minister of justice, and the Cairo governor for their efforts in completing the establishment of the real estate registration office in the Ain Shams area.
