Cairo Gov. follows up on implementation of shops closure decision
28 March 2026
About

Cairo Governor Dr. Ibrahim Saber conducted an inspection tour of several districts in Cairo to monitor the implementation of the decision issued by Prime Minister Dr. Mustafa Madbouly, which mandates that shops close at 9:00 PM for the public.

Governor Saber stated that this decision is part of the state's efforts to implement necessary measures to rationalize electricity use, thereby reducing the consumption of petroleum products and mitigating the impact of current events in the region.

Saber also directed Cairo's district chiefs and the executive bodies of the governorate to take the necessary measures to ensure the implementation of the premier's decision. He further instructed chiefs to conduct daily inspection campaigns to monitor the shops’ compliance.

Moreover, Saber urged Cairo’s district chiefs to coordinate with the relevant authorities and take immediate legal action against any detected violations.

Saber further affirmed that the governorate's executive bodies will continuously monitor the full implementation of the Prime Minister's decision to ensure discipline across various service and commercial sectors, ultimately benefiting the citizens.

The decision applies to premises governed by the Public Premises Law, requiring them to close at 9:00 PM. This includes commercial centers (malls), restaurants, cafes, bazaars, clubs, sports and public facilities, company and factory clubs, youth centers, and youth development centers. An exception is made for Thursdays, Fridays, official holidays, and vacations, when closing time is extended to 10:00 PM. Home delivery services, if available, may continue operating 24 hours a day. This regulation will be in effect for one month, starting Saturday, March 28, 2026.

The decision also includes exemptions for certain essential activities, such as grocery stores, supermarkets, bakeries, and pharmacies, as well as some other tourism-related activities specified in the decision's text, ensuring the continued provision of vital services to citizens.
