Egypt, China explore strengthening judicial cooperation

President of the State Council Osama Shalaby received Lin Xiaonie, vice-president of the Shanghai High People’s Court, and a high-level Chinese judicial delegation as part of an official visit aimed at strengthening bilateral judicial cooperation.

During the meeting, the two sides discussed the State Council’s mandate and its constitutional role in reviewing the legality of administrative decisions, as well as its responsibilities in examining draft laws and government contracts.

The Chinese delegation expressed particular interest in the Council’s handling of investment-related disputes, asking about procedures, reform efforts, and how such cases are adjudicated under Egyptian law. They described these mechanisms as essential to improving the investment climate and safeguarding investors’ rights.

The delegation also toured courtrooms and the citizens’ service office. The talks were attended by several judges from the Council’s international cooperation department.

Shalaby welcomed the delegation, highlighting ongoing efforts to modernize judicial work and underscoring the long-standing ties between Egypt and China.

He said the visit would help expand cooperation in digital transformation, international partnerships, capacity building, and institutional exchange—areas he described as aligned with both countries’ development goals and Egypt’s vision for its strategic partnership with China.

Lin expressed appreciation for the visit, praising Egypt’s regional role and the State Council’s influence on administrative justice in the Arab region and Africa. He said the trip marked an opportunity to deepen cooperation and open a new phase in judicial partnership.

The visit, the first of its kind by the Shanghai High People’s Court to Egypt—and to the Middle East and Africa—was described by both sides as a milestone in nearly seven decades of Egyptian-Chinese relations. It builds on steps taken in October, when a State Council delegation held meetings in Beijing and Shanghai to advance joint work in administrative justice.
