Ministry of Education Sets Rules for Admission to General Secondary and Egyptian Baccalaureate Exams

The Ministry of Education and Technical Education has announced the final conditions and regulations governing eligibility for students in the General Secondary Education Certificate and the Egyptian Baccalaureate system to sit their end-of-year examinations, which are scheduled to begin next June. Students must achieve an attendance rate of at least 85% of the total actual school days. The ministry stressed that this requirement is entirely separate from the requirement to complete assessments, and fulfilling one does not exempt students from meeting the other.

The Ministry of Education explained that, to avoid confusion between attendance requirements and assessment completion, secondary school students, including those enrolled in the Baccalaureate system, are subject to the legal rules governing absenteeism. A student may be expelled if they are absent without an acceptable excuse for more than 15 consecutive days or 30 non-consecutive days. Re-enrollment may be permitted in accordance with the applicable regulations.

The ministry warned that failure to meet the 85% attendance requirement gives the school the legal right to transfer the student to the home-study system (external examination candidate status). It instructed educational directorates to enforce attendance regulations strictly.

Regarding the new Egyptian Baccalaureate system, the ministry announced an additional requirement for students to be eligible for the first examination opportunity in the second and third years of secondary school, starting in the 2026/2027 academic year. Students must complete at least 60% of the weekly and monthly assignments and assessments in each subject.

The ministry confirmed that the 60% assessment requirement does not replace the 85% attendance requirement. It also does not count toward the overall score used to qualify for university admission; rather, it is a separate requirement for sitting the examination.
