The Ministry of Interior has outlined the procedures and regulations for paying the fees required of Hajj lottery winners, specifying the approved payment methods and official outlets to facilitate the payment process for citizens.
Paying the required fees within the specified deadlines is an essential condition for confirming the winner’s eligibility and completing the remaining arrangements with the relevant authorities and the national carrier.
The costs of the Hajj lottery can be paid at all branches of the approved national banks — the National Bank of Egypt, Banque Misr, and Banque du Caire — as well as at all Egypt Post offices nationwide. Payments should be made to the government payments account under the category “Hajj Lottery Payments or Expenses.”
The payment regulations include the following:
First installment: A down payment of EGP 80,000 is collected from winners within 12 days of the lottery results announcement, in accordance with the instructions of the Saudi Ministry of Hajj and Umrah. The remaining amount will be determined after the final cost is calculated.
Airfare: The cost of the airline ticket must be paid according to the amount set by EgyptAir, the national carrier.
Electronic and paper applications: Costs for paper applications are paid at police departments and stations, while electronic and telephone applications are paid through electronic payment methods, including credit cards and electronic payment companies. An application is not considered complete until payment has been made.
Individual payment: Each winner must pay separately using a valid national ID card, except for mandatory companions, whose fees are paid together. Pilgrims are also responsible for any additional costs imposed by the Saudi authorities through the electronic process.
The payment procedures come as part of the application phase, which will begin on Wednesday, August 12, and continue through Thursday, August 27. Citizens may apply in person at any police department or station, regardless of their place of residence, through the General Administration of Administrative Affairs portal on the Ministry of Interior’s website, or via the designated voice service.
Applicants must be Egyptian citizens with full legal capacity and must be at least 21 years old when applying individually, 18 years old for a mandatory companion, and 12 years old for a non-mandatory companion.
Applicants and their companions must also be free from disqualifying medical conditions and must sign a declaration stating that they have not performed Hajj at any time in their lives.
Applicants are prohibited from registering through more than one Hajj organizing channel — the lottery, tourism, or social solidarity systems. The electronic public lottery will be conducted exclusively among those registered through the Egyptian Unified Hajj Portal, according to the announced timetable.
