The Ministry of Housing, Utilities and Urban Communities, represented by the Social Housing Fund and Mortgage Finance Support Fund, has announced the offering of up to 15,000 housing units in various governorates and new cities under a rental-based housing system for low-income citizens, as part of the “Housing for All Egyptians (9)” initiative.
Housing Units Available in New Cities
The units offered in the new cities include apartments of up to 75 square meters (two bedrooms and a living room) in Capital Gardens, New Obour, and New Akhmim.
The offering also includes units of up to 90 square meters (three bedrooms and a living room) in a number of new cities, including:(New October, 15th of May, New Obour, New Borg El Arab, Badr, Sadat, New Nubariya, New El-Fashn, New Aswan, New Sohag, New Minya, New Beni Suef, New Akhmim, New Qena, New Tiba).
Housing Units Available in the Governorates
The housing units offered in the governorates are up to 90 square meters (three bedrooms and a living room) and are available in the following governorates (Cairo, Giza, Qalyubia, Menoufia, Damietta, Ismailia, Suez, Beheira, Sharqia, Gharbia, Fayoum, Minya, Assiut, Sohag, Qena, Luxor, Aswan, and Matrouh).
Units Under the “Decent Life” Initiative
Additional housing units ranging from 90 to 120 square meters will also be offered as part of the “Decent Life (Haya Karima)” initiative.
These units will be available in several governorates, including Giza, Menoufia, Gharbia, Dakahlia, Qena, Sohag, Beheira, Sharqia, and Minya.
Rental Subsidy
The Social Housing Fund will provide a monthly rental subsidy of up to EGP 1,000, depending on the beneficiary’s income level and the size of the housing unit. The subsidy will continue throughout the rental period.
Registration Fees
Applicants must pay a non-refundable registration fee of EGP 350 through the available payment methods on the Egypt Digital Portal.
Deposit and Refund Conditions
Applicants must pay a EGP 10,000 deposit per housing unit to complete the contracting procedures.
The deposit will be refunded after the rental period ends, or if the application is rejected after the end of the appeals period, subject to the terms and conditions specified in the terms and conditions booklet.
Age and Income Requirements
Applicants must be at least 21 years old and no older than 35 as of the closing date of the announcement.
The maximum net monthly income from all sources is EGP 16,000 per household.
Application Dates
The announcement indicates that applications will be accepted in two phases:
Sunday, September 20, 2026, through Sunday, September 27, 2026: Applications are open exclusively to persons with disabilities.
Monday, September 28, 2026, through Wednesday, October 28, 2026: Applications are open to all citizens, including persons with disabilities.
