The Supreme Judicial Council and the National Postal Authority signed a cooperation protocol aimed at enabling the use of the registered electronic mail service for sending judicial announcements and notifications to citizens.
The service will be used to notify entities and individuals of judicial announcements through legally approved electronic means. It ensures speed and accuracy in documenting the sending and delivery processes, while protecting content from loss, tampering, or unauthorized modification. This will contribute to accelerating procedures, enhancing the efficiency of the judicial system, and providing secure and reliable digital services in accordance with the highest technical and legal standards.
The signing ceremony was witnessed by Judge Rabie Labna, President of the Court of Cassation and Chairman of the Supreme Judicial Council, and Ms. Dalia El-Baz, Chairperson of the Board of Directors of the National Postal Authority, at the Court of Cassation headquarters in the High Court of Justice.
The protocol was signed on behalf of the Supreme Judicial Council by Judge Ahmed Refaat, Secretary-General of the Council, and by Dalia El-Baz, Chairperson of the National Postal Authority. The ceremony was attended by senior officials from the judiciary and the postal authority.
The President of the Court of Cassation stated that the signing of this protocol comes within the framework of the Supreme Judicial Council’s vision to implement digital transformation and develop the justice system and judicial procedures in line with modern technological developments. He noted that the protocol represents a new step in the development of Egyptian judiciary and reflects the commitment to using modern technology to provide more efficient and accessible judicial services, in line with the state’s efforts to build an integrated digital justice system that places citizens at the center of its priorities.
The protocol aims to activate the “registered electronic mail” service as an officially approved method for carrying out electronic judicial notifications. It will be used to notify government entities, individuals, companies, and natural persons of legal documents, papers, and court dates through legally recognized electronic methods, ensuring accurate documentation of sending and delivery while protecting information from loss, manipulation, or unauthorized changes.
The President of the Court of Cassation praised the important national role of the National Postal Authority as a leading institution providing government, financial, and digital services. He emphasized that cooperation between the two sides represents a successful model of institutional integration among state entities, serving the public interest and improving the quality of services provided to citizens.
The protocol is considered an important step toward digitizing judicial procedures and will contribute to reducing litigation time, simplifying notification procedures for litigants, improving the efficiency of the justice system, and accelerating legal processes.
For her part, Dalia El-Baz, Chairperson of the National Postal Authority, confirmed that the protocol reflects the authority’s role in supporting the state’s digital transformation plans by providing advanced and secure digital postal services that meet the needs of government institutions. She explained that the registered electronic mail service provides an integrated system including verification of the sender’s and recipient’s identities, electronic signatures and stamps, encryption, and proof of sending and delivery times, giving electronic messages legal validity and increasing trust in digital transactions according to applicable laws and regulations.
El-Baz also explained that the “Bareedi” service is a secure and reliable digital platform that enables individuals and organizations to send, receive, and manage government and non-government correspondence electronically through a digital mailbox linked to the national ID number. The service provides advanced identity verification, data protection, and message tracking features, giving registered electronic messages the same legal validity as traditional registered mail while allowing easier access.
This initiative comes in implementation of the directives of President Abdel Fattah El-Sisi, President of the Republic and Chairman of the Supreme Council of Judicial Authorities, to strengthen mechanisms for enforcing the law, promote the concept of efficient justice, and facilitate judicial services. It is also part of the Supreme Judicial Council’s efforts to implement comprehensive digital transformation policies in the justice system and support the implementation of the new Criminal Procedures Law, scheduled to take effect on October 1, 2026.
