Dr. Maya Morsy, Minister of Social Solidarity and Chairperson of the Board of Trustees of the National Foundation for Facilitating Hajj, announced that applications for NGO members wishing to perform Hajj during the 1448 AH–2027 season will close today, Monday, August 31. She noted that applications submitted after this date will not be considered.
The Ministry of Social Solidarity, through the National Foundation for Facilitating Hajj, opened applications for the 1448 AH–2027 Hajj season from August 18 through Monday, August 31. Applications were accepted subject to a number of requirements that applicants wishing to perform Hajj must meet.
Among the requirements for NGOs and civil society institutions governed by Law No. 149 of 2019 regulating the practice of civil society work and its executive regulations are that the association or institution must have been registered before July 1, 2026, and that no lawsuits have been filed by the administrative authority seeking its dissolution or the dissolution of its board of trustees, nor has it been referred to the Public Prosecution.
Eligible NGOs and civil society institutions will nominate applicants who meet the following conditions: The applicant must be a member of the general assembly of the NGO at the time of application and must have paid the annual membership fee, whether as an active or affiliated member. For institutions, the applicant must be a member of the board of trustees or a founder. The applicant must also not have performed Hajj at any time previously in their lifetime. This will be verified only for applicants who win the lottery, after the results are announced, through the submission of a certificate of movement records.
Ayman Abdel Mawgoud, the Ministry’s Permanent Undersecretary and official spokesperson, confirmed that the public electronic lottery will be conducted centrally under the supervision and in the presence of the Minister of Social Solidarity through the Unified Egyptian Hajj Portal, with representatives from each governorate in attendance, during the first half of September 2026. The final lottery results will be announced, including the selected candidates and a reserve list of 30%, on the websites of the Ministry and the Foundation, as well as through directorates and social administration offices.
Abdel Mawgoud explained that applicants who win the lottery must undergo a medical examination at hospitals designated by the Ministry of Health in each governorate. The pilgrim will bear the cost of the examination and submit the medical report to the Social Solidarity Directorate, documenting the candidate’s health condition and ability to perform the Hajj rituals. Applicants whose medical reports indicate that they are unable to perform the rituals will be excluded, in order to protect their safety and that of accompanying pilgrims.
